Over the last few years, active employment policies have gained an important weight in the field of promoting and improving the employability of the unemployed in order to facilitate an adequate job search and an appropriate labour market insertion; and within these active policies, one of the fundamental actions developed in this area is employment guidance.
In the current scenario, in which the economic recovery seems to be consolidating, the work of career guidance is more necessary than ever, with the additional requirement of greater effectiveness and efficiency to focus the available guidance resources on results, allowing unemployed people greater autonomy and involvement in their job search processes.
In addition to this, the Consellería de Economía, Empleo e Industria, as part of the Agenda 20 for Employment in Galicia, is committed to a new model of open employment guidance, very focused on the networking of guidance staff and the use of ICT as a tool both for relations and interaction with job seekers and for the search for new employment opportunities.
From this perspective, it is also more necessary than ever to develop specialised actions specifically aimed at improving the skills of the people who are going to dedicate themselves or whose objective is to dedicate themselves to labour guidance, so that they can carry out this task as effectively and efficiently as possible, both for the benefit of the people assisted and for their own benefit.
For this reason, the Consorcio CIXUG, with the support of the Consellería de Economía, Empleo e Industria and the Ministerio de Trabajo, Migraciones y Seguridad Social, launches through the three universities of the Galician University System (SUG) this University Postgraduate Course of Specialization in Job Orientation, which in this 2019 edition will be managed again as its own title by the University of A Coruña.

This course, which will lead to the award of the title of University Specialist in Job Orientation, is unique in Spain due to its characteristics, as it brings together in a single practical and specialised postgraduate course the best practices in the field of job orientation, together with the skills and technological tools necessary to enable staff dedicated to job orientation to apply them in their day-to-day work with guarantees of maximum usefulness.
In this way, CIXUG collaborates in the development of a specific training curriculum that, on the one hand, allows participants in the course to develop their skills to improve the quality of the job orientation activities that the unemployed receive; and on the other hand, offers institutions that provide these services to the unemployed an objective instrument that accredits the capacity of this personnel for excellent development of actions that they have planned to undertake.
Objectives
Objectives Among the objectives pursued with the holding of the Postgraduate Course of Specialisation in Employment Guidance is to enable the technical staff linked to the work of employment guidance in local, provincial or any other type of public and private entities, to enhance their knowledge and professional and personal skills to serve the population better demanding their services.
But in addition, the following are objectives of this course:
- To integrate into a training process the essential basic criteria and principles that the Regional Ministry of Economy, Employment and Industry wishes to transmit to any technician who is interacting with job seekers.
- To help update and renew technical knowledge in interaction with job seekers to improve their employability and occupability.
- And to open the path of professional development linked to job orientation for all those who, regardless of the employment situation in which they find themselves, can acquire essential knowledge to cope with this professional development.
For this reason, both the training and its contents and didactic methods have been designed in an eminently practical way, requiring constant interaction between the participants and participation through the use of different channels and technological tools that they will have to apply later in their natural working environment. These contents have been developed specifically for this training by expert staff, who will also participate in the development of the course both in the classroom part and in the eLearning contents.
Target persons
As this is a postgraduate university course, it is an essential requirement for those wishing to participate in the course to have a university degree obtained, recognised or homologated in Spain at the time of completion of the postgraduate course.
In addition to a university degree, this course is aimed at people registered in Galicia, whose professional objective is to develop their activity in the field of employment guidance and support to people seeking employment and who are in one of the following groups:
- Persons currently engaged in job orientation activities.
- Local development agents
- Employment technicians
- Social workers
- Personnel from public and private organisations who are in contact with the job-seeking population
- Anyone else wishing to acquire new knowledge in the field of job orientation
Likewise, following article 8 of the UDC’s own postgraduate study regulations, those who have passed the credits of the first cycle of the current two-cycle degrees may access the course.
(*) Important note: Personnel who are currently carrying out guidance work under the Order of 10 January 2019 establishing the regulatory bases and the public call for the granting of subsidies for the hiring of technical staff to carry out job orientation activities in the 2019 financial year, should indicate this to the Technical Secretariat of the course when formalising their enrolment so that they can coordinate with the technical services of the Regional Ministry of Economy, Employment and Industry the management of their schedule on Fridays when there are face-to-face sessions during the duration of the course, as additional help to get the maximum benefit from the course.
Technical requirements for tracking
As this is a blended learning course with an essential component of e-learning through the CIXUG Moodle platform, participants must have a computer with:
- An up-to-date version of your browser (preferably Mozilla Firefox or Google Chrome)
- Webcam
- Speakers
- Microphone
- Access to the internet
Since many of the course’s formative and evaluative activities require access and interaction through the network, as well as the creation of digital and video artifacts; and the contents of the different topics will not be downloadable until their completion, given that their viewing in the virtual classroom will also be taken into account as a criterion for achievement.
In addition, and given the innovative focus of the postgraduate course on the use of ICT tools and new technologies applied to employment management, participants may be required to install certain software or plugins on their computer, which, in any case, will be free of charge and free to use. Likewise, to make participation and optimal use of certain course activities possible, participants may be required to register on social platforms or networks, creating real professional profiles.
Similarly, participants in the specialization course must attend face-to-face sessions with a personal computer or, failing that, an equivalent mobile device (tablet or smartphone, although some functionalities may be limited in this case) that allows access to the Internet via WIFI and interaction with the Moodle platform and the different tools used, as some of the proposed tasks may require interaction throughout the session with different services and spaces.
In any case, the specific requirements that each trainer needs for their activities, as well as the instructions for downloading and installing them, will be published in the virtual classroom of the course sufficiently in advance to enable their correct installation and availability.
Training contents
The Postgraduate Course of Specialization in Job Orientation consists of 26 ECTS credits, which include 94.5 hours of face-to-face training, to be carried out on Friday afternoons (16.00 h to 20.30 h) and Saturday mornings (9.30 h to 14.00 h) at the Centro de Novas Tenoloxías de Galicia dependent on the Consellería de Economía, Emprego e Industria, located in Santiago de Compostela.
The training is completed by adding assessment and revision activities and the students’ work to the classroom sessions and distance learning, making 650 hours that make up the postgraduate course.
The face-to-face sessions will reinforce the most critical concepts, resolve doubts and have a practical impact on the knowledge acquired, finishing each block with an objective evaluation test to determine the level of achievement of each participant.
The distance content will be developed on the CIXUG Moodle platform , so the people attending must have the necessary equipment and technical means (see technical requirements section for monitoring the course ).

When it will take place
The course will run from 13 September 2019, combining distance and face-to-face training.
The face-to-face sessions will take place on Friday afternoons from 16.00 h to 20.30 h, and on Saturday mornings from 9.30 h to 14.00 h. There will be check-in and check-out control at the classroom sessions, so please be punctual in getting to the sessions.

NOTE: depending on organisational and didactic criteria, the order of the sessions may be altered, but always within the days indicated.
Conditions for approval
To pass the course you need to:
- Complete attendance of at least 80% of the live webinars (maximum five absences).
- Visualise and work on the contents of the topics in the virtual classroom.
- Submit all proposed evaluative activities (exams, tasks, works, profiles, and digital artifacts…) and achieve an average score of 5 points or more with the set of them.
- Actively participate in the course
A signature check at the entrance and exit of all face-to-face sessions will be carried out to verify compliance with the attendance requirement. The corresponding signature sheet will be available within 15 minutes of the session’s start time, and the sign-out sheet will be available from the moment the person conducting the session ends it.
The weighting of the evaluations in the different evaluative activities will be carried out according to the following scheme.

Teachers of the Introduction to Open Job Orientation course
The teaching team that is going to develop the Course of Introduction to Open Job Orientation is the same that develops the programme of the Postgraduate Specialisation in Job Orientation so that the contents are perfectly coordinated, and the level of the contents is adjusted in each case to the level foreseen in the course.
The teaching team is made up of the following people, who act not only as instructors but also as tutors in e-learning:

FERNANDO AGULLÓ LEAL
ACADEMIC DIRECTOR OF THE COURSE, SPECIALIST IN ENTREPRENEURSHIP
Fernando Agulló Leal holds a degree in Economics and Business Studies from the University of Santiago de Compostela, a PhD in Economics from the University of A Coruña, a Master’s Degree in Business Creation from the University of A Coruña, a Senior Technician in Occupational Risk Prevention and Project Manager from the Project Management Institute.
His professional experience was not exclusively focused on teaching, as he also worked as an economist or senior technician in the General Directorate of Commerce of the Xunta de Galicia until his incorporation as teaching and research personnel at the University of A Coruña, as well as contributing articles to La Voz de Galicia in the Mercados supplement. He was also Director of the Jorge Juan Chair.
Currently, in addition to acting as Academic Director of the Postgraduate Course of Specialisation in Job Orientation, he is responsible for teaching the subjects taught at the University of A Coruña:
- “Entrepreneurship Initiative” in the Master’s Degree in Labour Management and Leadership
- “Introduction to Economics” in the Degree of Labour Relations and Human Resources
- ” Economy and Enterprise” in the Degree in Labour Relations and Human Resources.

Mª TERESA DEUS TRASOBARES
TUTOR, ICT AND SOCIAL MEDIA SPECIALIST
Degree in Labor Sciences, Mayte Deus Trasobares and president of “Inprega, S. Coop. Galega”, where she also works as a senior consultant.
He has, among others, a Master’s Degree in Compulsory Secondary Education Teacher Training, Baccalaureate, Vocational Training and Language Teaching.
Your career path is always linked to the labor market and employment. For nine years, she worked for the INEM and, later, for the City Councils of A Coruña and Ferrol, and then went on to carry out technical assistance and consultancy work for various public bodies.

CARLOS PARADA GANDOS
TUTOR, ICT AND SOCIAL MEDIA SPECIALIST
Carlos Parada holds a Bachelor’s Degree in Computer Science and a Postgraduate Certificate as a Professional Expert in e-Learning 2.0. Much of his professional experience was focused on the technical management of training plans and the design of training plans, evaluations and methodologies of training actions related to the ICT field and on the technical and pedagogical coordination of projects for the incorporation of technologies in the field of training.
He currently collaborates as a senior consultant and trainer with various public and private entities in the specialities of:

- Dynamisation of communities of practice

Enrolment requirements
The standard enrolment period is open from 5 August to 6 September 2019 (subject to availability). However, if after this deadline there are still places available, the possibility of enrolling will remain open as long as there are still places available and the course has not yet started.
Those interested in registering must complete the registration form linked below, as well as send a copy of the following documents in electronic format to the e-mail address pol@www.cixug.gal, to verify compliance with the requirements for access to the postgraduate course:
- Valid identity document.
- Valid census certificate ( less than six months old)
- University degree/ degree certificate (valid in Spain).
- IMPORTANT NOTE: If the number of applicants exceeds the number of places available, a copy of the university transcript of records must be submitted, as the access criterion, in this case, will be determined by the average mark on the transcript of records. If necessary, this document will be requested at a later date.
Documents submitted must be copied on both sides, and the content of the copy must be complete, clear and legible, with no corners cut off.

After receiving confirmation of enrolment in the e-mail indicated when applying for enrolment, you will have three working days to pay the enrolment fee (300.00 euros) into the account stated in the message, which will include instructions on how to send the payment receipt. If payment is not made within this period, you may lose the right to reserve your place.
NOTE 1: the enrolment fee is subsidised by the co-financing provided by the Regional Ministry of Economy, Employment and Industry and the Ministry of Labour and Social Economy so that no additional discounts will be applied to this amount.
NOTE 2: qualifications that require validation in Spain will not be permissible without proof of validation.
NOTE 3: this documentation may be requested in original for verification purposes during the duration of the course or at a later stage as part of the audit process to which it may be subject by the financial institutions.
NOTE 4: for those who enrol without having completed their university degree, it is essential to hold a university degree before concluding the specialisation course to obtain the postgraduate qualification. The transcript shall not be retained between calls for applications.
